Abstract
Investment opportunities of local self-governments depend on revenue and expenditure autonomy of the self-governments as well as their level of activeness in applying for the European Union funds. A great level of financial autonomy and activeness characterised communes of a higher level of development, according to socio-economic development index of Hellwig. On the other hand, rural distant communes, less developed, remained passive while applying for the EU subsidies, even though such investments would have been there the most necessary.
